India’s insurance distribution reset: cheaper cover—or a weaker advice network?
IRDAI's proposed commission caps, the ₹31,400-crore PB Fintech shock, implications for insurers, policyholders, investors, MFDs, brokers and POS networks—and the evidence required before treating lower distribution cost as a win.
CENTRAL FINDING
Lower commissions can improve insurance value—but only if advice, reach and claims service survive.
IRDAI's insurance-distribution overhaul is a draft, not a completed rule change. That distinction matters. The regulator wants to reduce embedded selling cost, curb coerced loan-linked cover and align remuneration with product complexity and policy persistence. The capital market immediately priced the downside to existing distribution models: PB Fintech lost 36% and ₹31,400 crore of market value in one session. But lower commission does not automatically mean lower customer premium, higher insurer profit or better advice. The final outcome depends on pass-through, volume, persistency, servicing and the regulations ultimately notified after consultation.
